The Jackpine Gypsies, a group of gypsies, formed the first Rider Club. The first Sturgis Rally was held in the middle of August 1938 by this club.

The Club is still listed as the organizer of the Sturgis Rally. The Black Hills Classic was the first rally to feature a single group of nine competitors.

A large number of motorcyclists camped in City Park from 1970 to 1980. Nearly 40,000 motorcyclists attended the rally and camped in City Park, prompting criticism of their actions. In 1982, the city was obliged to hold a referendum about whether or not to provide public restrooms to tourists. There are no parking orders on the highways, camping limits in City Park, and law enforcement orders in the referendum. Dale Hansen, the new City Attorney, took a stance against it when he was elected. He rejected the referendum, claiming that private companies support the Motorcycle Rally.

In response to the needs of the attendees, a campground named Buffalo Chip Campground was established outside of town. Motorcyclists flock to this campground, which has become one of the most common in the region.
